Council approves series of routine contracts, change orders and appointments; key fiscal and project decisions summarized
Summary

- Salvation Army asbestos inspection proposal: The council approved a proposal from IEA for asbestos inspection and material testing on the Salvation Army property acquired by the city; the base proposal amount presented was $2,600 plus additional bulk-sampling costs if needed. The resolution passed.
- Legislative-Citizen Commission on Minnesota Resources (LCCMR) grant application: Council approved submitting the grant application and adopting the related resolution. Staff recommended approval and the council passed the resolution.
- Budget adjustment No. 4: Council approved a set of carryovers and budget adjustments intended to move previously budgeted 2024 items into the 2025 budget for completion. Staff described multiple line items (capital outlays and transfers) that need reauthorization; specific line-item figures were discussed in staff materials. The council approved the adjustment.
- Appointment: Jeff Baker was appointed to the Austin Utilities Board to a term expiring Dec. 31, 2026. The motion carried.
