Staff said reimbursements cover base pay and fixed costs but do not fully cover overtime differentials when officers work time‑and‑a‑half; the city will recover regular duty costs but not the premium portion of overtime. The agreement covers part‑time instructor services and will extend to other qualified Edmonds personnel who teach specific academy courses.
Committee members discussed use of instructors as a retention and recruitment tool and asked that staffing and overtime impacts be monitored; staff confirmed they are tracking potential impacts if the assignment grows. The committee voted to forward the CJTC reimbursement agreement to consent with no objections.
