A staff presenter explained the county is reorganizing EMS oversight to address portability of medical records, transport fee practices and other inconsistencies across fire districts. "They all got together and decided to create this agency, then they're all gonna follow the same set of rules," the presenter said, describing the joint task force as a consolidation under the existing 911 governance structure. The presenter added the city remains a participating agency under the ILA and will retain two seats on the governing board.
Committee members asked whether Edmonds retains board representation and whether the city's role changes after a separate RFA (Regional Fire Authority) transition; staff said the RFA will take on broader management but the city will still have voice at the board level. Staff recommended forwarding the amended ILA to consent for mayoral signature; no objections were recorded.
The committee record notes staff provided the redlined ILA and a memo explaining two substantive changes. The amendments will come to the consent agenda for council action.
