Edmonds City Council Committee A voted to forward to consent a renewal of the interagency agreement allowing Edmonds police officers to provide overtime staffing for large University of Washington events.
A staff presenter described the arrangement as voluntary overtime work in which the University of Washington Police Department (UWPD) contracts area agencies to provide officers for events. "The University of Washington Police Department is only about 40 people, and they have upwards of a hundred thousand folks attending their sporting events," the presenter said, adding Edmonds invoices UW monthly for hours logged and recovers pay and benefits costs.
Staff emphasized that Edmonds officers remain city employees and wear Edmonds uniforms while working at UW events; the city retains authority to recall officers if necessary. The presenter added recent months showed modest hours logged (81 hours in January 2025 and 50 hours in February 2025) spread across multiple officers.
The committee asked about uniforms and overtime reimbursement; staff said UW pays the overtime rate but reimbursement is generally for base costs and benefits, meaning premium overtime differentials may not be fully recovered. The agreement term allows annual renewals and does not change the scope of service.
The committee moved the renewal to consent with no objection. Staff recommended authorizing the mayor to sign the renewal for another year.
