Cascade County commissioners heard two detention-related items during the work session: a second amendment to the county's food services contract and a DPHHS amendment extending and updating funding for mental-health services in the adult detention center.
Captain Kataski, filling in for Captain Darby, described the second amendment to Summit Food Services Inc. as an annual cost adjustment tied to the U.S. Department of Labor’s consumer price index. The per-meal cost will increase from $1.904 ("a dollar 90 and 4 tenths of a cent") to $1.980 ("a dollar 98 and 0 tenths of a cent"), an increase of about 7.6 cents per meal. County staff said the detention center population averages about 420 inmates, and staff noted the per-meal increase “adds up” when multiplied by three meals per day and the population.
Separately, county staff presented Montana DPHHS amendment number PHH22-0423R-B (recording references provided in the minutes) to extend a grant term one year, effective 07/01/2024 through 06/30/2025, and to update funding sources; total funding cited in the work session for this amendment was $155,448.68. Staff described this as a continuation of a grant — the Healing and Ending Addiction to Recovery and Treatment (HEART) grant — used to maintain mental-health staff in the detention center.
