Commissioners, fire volunteers discuss gravel, engineering and liability for new fire hall pad

Representatives for the local rural volunteer fire department told the Carter County Board of County Commissioners on April 30 that the fire hall building is on order, that foundation grading is staked and that roughly 1,500 cubic yards of gravel will be required to bring the building pad to grade.
The fire representative said the site has dips (one area currently holding water) and that the largest fill depth needed is about 3 feet, with a typical minimum of 1 foot of compacted gravel after topsoil stripping. The presenter asked whether the county could help with gravel and hauling.
County staff and commissioners raised legal and technical concerns: a county policy/statute was read from the record describing sale of surplus crushed rock and gravel (sales allowed to landowners within five miles of an open cut operation at not less than actual cost of production and with proceeds paid to the county road fund), which creates limits on transferring county stockpiles for private use. Staff warned that the county taking on production, hauling or bed preparation could create liability if foundation or drainage issues result in structural problems later.
Commissioners and staff recommended the project team obtain an engineered geotechnical soils assessment before large-scale import and compaction of material, and suggested the pad preparation and excavation work be let by contract so a private contractor would bear warranties and performance responsibility for foundation preparation. County staff advised that, if the county did sell gravel under the statute, the transfer must meet the statutory criteria (proximity and actual cost of production) and the proceeds would flow to the county road fund; if gravel were supplied from county pits, the county would likely require payment at cost and would document the transaction.
Participants discussed practical cost estimates: commissioners and staff discussed an approximate crushing estimate in the $4.80–$6.00 per cubic-yard range for local crushed material (figures given during the meeting as rough estimates), which would place 1,500 yards at roughly $9,000 for the crushed material alone (county staff noted transport and preparation would add to that figure). Commissioners also encouraged the fire group to seek donations, use grant funds already obtained for the building, and consider local hauling options; one commissioner suggested putting the excavation and pad work out to bid so the contractor would be responsible for preparation and compaction.
Ending: Commissioners asked the fire group to refine engineering and site work plans, provide firm cost estimates and return to the commission with a clear request (gravel purchase within statutory parameters, hauling by county or contractor, or contractor bid documents). County staff said they would research gravel inventory, statutory constraints and local pit options to report back.
