Local library consortium to formalize as Inland Northwest Library; joint-powers agreement reviewed

Janie, the library director, said the Cooperative Information Network (referred to in the transcript as CIN/CIAN) has operated informally for decades but that consortium leaders discovered the group was not formally registered. She said member libraries are working with an attorney to reincorporate and sign a joint-powers agreement; Liberty Lake’s city attorney, Sean, has reviewed the documents and the attorney representing the consortium has provided the current draft.
Under the proposed structure, members will commit to shared services such as the courier system (Liberty Lake receives courier runs on Tuesdays and Fridays), reciprocal borrowing and joint governance through regular monthly meetings. Janie told the board the agreement notes that circulation records are confidential “pursuant to Idaho code,” and that routine operational details—loan periods, fines and collection policies—will remain under each library’s local policy while the consortium governs shared systems.
No final vote to join or accept terms was taken at the meeting; Janie said she is working with city staff and counsel to complete the paperwork and will update the board when the consortium’s legal formation is complete.
