Fair Board proposes consolidating two MOUs with rodeo association; legal review planned

The Broadwater County Fair Board discussed revising and consolidating two annual memoranda of understanding (MOUs) with the rodeo association into a single, clearer agreement.

A Fair Board member suggested the two current MOUs—one for the roping barn and another covering groundskeeper and mower arrangements—be combined into one document with a single signature block. The member said the consolidation would reduce confusion and make future edits easier.

The board reviewed specific drafting suggestions, including consistent punctuation in numbered items, using a clarifying parenthetical so later references match the first mention (for example identifying the "Bridal Rodeo and Fair Association" then noting a shortened form used later), and adding language that notes the rodeo association owns fixtures, improvements or equipment on county property. The board discussed inserting a provision that explicitly states the association’s ownership of personal property located on the fairgrounds as a continuity note because equipment ownership had changed (the mower was removed in 2025 and replaced by the rodeo club).

Jessica, a staff member, said the documents are usually reviewed yearly and that finalized MOUs typically go through county offices for signature. The board agreed to draft a combined MOU, circulate proposed language to county staff, and run the draft past county legal counsel (Kevin) before bringing it back for approval at a subsequent meeting.

No formal vote was taken; board members agreed to return a redrafted combined MOU for approval at the next meeting.
