Community Development Director Mark Hunt told the committee that Case 25‑19 (Blackstone Addition) covers preliminary platting of roughly 85 residential lots on recently annexed land west of Criswell Street, plus a midsize commercial lot along Interstate 80. Hunt said the city annexed roughly 80 acres in March and that the rezoning under the city's future land use plan would align residential areas to R‑2 and commercial to C‑3.
Hunt described phased construction starting in the south, a lift station located on Lot 50 and an outlot mapped in floodplain that "we're not gonna be doing much in there," noting any activity would need to comply with the city's floodplain ordinance. Committee members asked about alignment with Criswell Street and potential future roundabout connections; staff said the current offset was acceptable and that future intersections might include a roundabout to address turning movements.
Hunt said planning and zoning recommended approval on April 16 and staff issued a positive report; the committee voted to keep the preliminary plat on the consent agenda for the council's regular meeting.
