Highlights staff identified: • Security officers: legal-policy language added medical and psychological exam references consistent with Texas Commission on Law Enforcement best practices, which the district already follows for commissioned officers. • Employee conduct: a local policy (DH) was revised to add nicotine products and electronic vaping devices to prohibited employee conduct and to align handbook language. • Dyslexia: a short legal update aligned district practice with the dyslexia handbook and updated rules. • Gifted-and-talented (GT): local policy language updated to match the State Board of Education‑approved Texas state plan for educating gifted students. • Investments and vendors: a business/finance local clarified that investment representatives doing district business should be in good standing with the Financial Industry Regulatory Authority (FINRA) and the Municipal Securities Rulemaking Board (MSRB). • Intellectual property: local policy language clarified district ownership of work produced on district time and added guidance on copyrighted materials used in instructional settings.
Staff said the updates are routine alignments with statute and rule; the items were presented for discussion, and the local policies remain available for edits before formal adoption at a later board meeting. Trustees asked clarifying questions about designee language for superintendent responsibilities, enforcement of the vaping prohibition (including vehicles on district property), and trademark/service-mark protections for district marks; staff replied that contingency policies and existing registrations (for example a district service mark for its “essence” logo) exist.
