Airport board approves $2,000 SPCC update after fuel-tank changes

The Regional Airport Board on May 13 approved a $2,000 contract with Blackshare Environmental Solutions to update and recertify the airport's spill prevention, control and countermeasures plan (SPCC) to reflect recent and planned changes to fuel storage.
Airport staff told the board the update is needed because the airport removed two 8,000-gallon tanks and plans to install a new 12,000-gallon tank, and that federal and state requirements require owners and operators of fuel facilities to maintain an up-to-date plan. "Due to the removal of the 2 8000 gallon tanks and the installation of the incoming, 12,000 gallon tank, our SPCC needs to be modified," an airport staff member said during the meeting.
The proposal from Derek Blackshare of Blackshare Environmental Solutions will remove language about the tanks that were taken out of service and add language for the incoming tank. Airport staff said they spoke with Toby Baker of Park Hill Engineering about whether the airport's engineer should prepare the update; Baker indicated his firm would set up a contract and include overhead fees, so staff recommended Blackshare's $2,000 proposal.
Board members asked whether the out-of-service tanks that remain on the airfield should be included in the SPCC. Airport staff said Blackshare was aware those tanks are present and would include them in the plan if required. The board also asked whether the new tank had been installed; staff said the footings were being installed and the tank would be set soon.
A board member moved approval, the motion was seconded and members voted in favor. The board did not identify mover and seconder on the record; the motion passed.
Board materials cited compliance with "title 40 chapter 1, step chapter d," which airport staff described as the regulatory requirement that owners and operators of fuel facilities maintain an SPCC plan. Staff said the update is intended to keep the airport in compliance with those requirements.
Board discussion emphasized that Blackshare has prepared similar SPCC plans for other airports in the state and that the firm would review all on-site tanks as part of the work. The board directed staff to proceed with the contract and to confirm that any tanks remaining on the airfield are addressed in the revised plan.
Airport staff said they will report back if Blackshare identifies additional requirements or costs during the update.
