Council awards chip‑seal contract to Asphalt Surface Technologies Corp. for multiple city streets

The Marshall City Council approved a resolution awarding the chip‑seal contract for multiple city streets to Asphalt Surface Technologies Corp. (ASTEC) of Saint Cloud, which submitted the low bid of $123,524.17.
Jason Anderson, director of public works, told the council the bid came in below the engineer’s estimate and staff recommended adding Lake Road as an alternate, bringing the estimated contract total with that addition to $148,729.43. Anderson said staff would work with the contractor but kept an upper limit at the city’s budgeted amount of $165,000.
During discussion Council Member Schafer objected to adding alternates and said, because of an anticipated tight budget next year, the council should stick to the base bid. “I’ve never been in favor of chip sealing anyway,” Schafer said, and he urged the council to limit the project to the base scope. The motion to award the contract including the alternate proceeded; council voted to approve the award.
The resolution authorizes the mayor and staff to finalize contracting within the approved budget and to add Lake Road only if prices and contract terms allow. Work will be scheduled according to the contractor’s and city’s construction calendar.
