Council adopts special assessments for Lyon Circle reconstruction project

The Marshall City Council closed a public hearing Tuesday and adopted a resolution approving special assessments for the Lyon Circle reconstruction project.
Jason Anderson, the city’s director of public works and city engineer, told the council the project was a complete reconstruction of Lyon Circle and included sanitary sewer replacement, drainage improvements, curb and gutter and new street surfacing. He said just under 31% of the project cost will be special assessed to property owners, about 16% will come from the wastewater fund, about 14% from the surface water management utility and roughly 39% from the general fund.
Anderson said the city proposed an eight‑year assessment term and that only four property owners will receive assessments on the roll included in the council packet. After asking for public comment, the council closed the hearing on a motion by Council Member Craig and a second by Council Member John; the motion passed. The council then moved and passed a resolution to adopt the assessments as presented.
The action is limited to adopting the assessment roll and does not change the project scope; Anderson said staff recommended moving forward and will administer the assessments in line with the roll and the adopted repayment term.
