CRA counsel Christopher Smith told the board the extension was intended to meet notice requirements and to broaden outreach after earlier discussion of the item. “By doing it as a resolution, this takes care of any notice requirements or any other legal concerns we may have going forward,” he said, and added the additional 30 days would take the deadline to June 18.
Staff said they would expand advertising beyond the Palm Beach Post and the CRA website to include the Orlando Sentinel, the BidNet platform and other venues. Commissioners pushed for additional national channels and trade associations; one suggested using the New York Times real-estate section as a national notice channel. Staff said they were identifying appropriate national publications and aim to finalize options “by the end of the week next week.”
A motion to adopt the 30-day extension was made and seconded; the roll call reflected four votes in favor and one dissent. The clerk recorded the vote as yes from Commissioner Davis Paneer (recorded in the meeting), Commissioner Guyton, Vice Chair Miller Anderson and Chair Lanier; Commissioner Spears cast the lone dissent. The clerk announced the motion passed 4 to 1.
Several commissioners emphasized the importance of competitive solicitation. One commissioner said that broader competition “will put us in a better position to negotiate” and urged staff to expedite national outreach so multiple developers can respond. Other commissioners urged staff to balance speed with appropriate notice so potential bidders can review the disposition materials.
Staff also noted practical constraints: some national publications accept standard RFPs but not notice-of-disposition ads, and the CRA is identifying specialized outlets that list land dispositions. The board directed staff to proceed with broader advertising and return with documentation of the venues used.
The board’s vote was procedural only; no sale or contract award was made at the meeting.
