Westville updates water-main and wastewater-plant projects; new water plant design at 60%

Utilities staff told the Westville Town Council their work continues on multiple fronts, including a 60% design for a new water treatment plant, ongoing water-main installation, and near-complete upgrades to the wastewater plant.

The update is notable because the projects affect supply, service reliability and town right-of-way activity while requiring coordination with design engineers and utility locators.

A utilities staff member reported that McMahon had sent a 60% design for the new water plant and that land acquisition for new wells is proceeding. Work on a water-main project was described as continuing from the correctional center toward Belt Bracel Street; the staff member said parts of the existing line would need to be abandoned and an intersection on Flint Road will be dug up again to make required connections. “The wastewater plant is about 99% to the point,” the utilities staff member said, and described installation of a reuse skid, final clarifier painting and back-office computer installations. The staff member also said the new facility will have two generators that can run in tandem for emergencies.

Staff noted supply-chain delays affecting small fittings and saddles for water services and described time-consuming efforts to locate buried service connections where as-built records or locates were incomplete. The utilities team said they are coordinating GIS updates and working with McMahon on the treatment plant and new main alignment.

No formal council action was taken on these updates during the meeting; they were delivered as informational reports to the council.

Next steps: utilities staff will continue design coordination with McMahon, complete land acquisition for wells, finish remaining installations at the wastewater plant and update GIS records for the system.
