Plymouth, Plymouth State discuss life-safety funding formula; summer parking MOU set for Silver Hall lots

Town staff told the Select Board that initial conversations have begun with Plymouth State University to develop a three-year funding formula for life-safety services — covering police, fire, rescue, public works and health — that would clarify expectations and model costs shared between the university and the town.
The town said the goal is a transparent agreement tied to measurable university-related service demand and to include potential annual modifications as budgets change. The first joint conversation is scheduled at the Select Board’s June 9 meeting at Town Hall, where the town manager and finance director will meet with university representatives.
Separately, the town announced it will enter a memorandum of understanding with Plymouth State University for summer use of Silver Hall parking lots 210 and 211 from May 14 through Aug. 20, 2025. The notice said some dates will be unavailable because of New Hampshire Music Festival performances, and signs will be posted to inform users. Town staff will communicate unavailable dates on the town website and with posted signage.
Scott, the town manager, will also speak at freshman orientation sessions in June, town staff said. The board did not take a final vote on a funding formula; next steps are further meetings with university officials and presentation of a proposed model to the Select Board.
