Council voted to award the Walnut Street project to the lowest bidder, Doug Lamb Construction Inc., for the base bid plus alternates 1 and 2 for a total contract price of $420,870. Staff said the base scope replaces curb and sidewalk along the 1000 block and parts of the 900 block and repaves the 1000 block; alternate bids extend milling and paving across the 900 block. Staff recommended awarding the full contract rather than doing a partial approach followed by borough crews, citing limited cost savings and public‑works staffing constraints.
Derek (staff member) told council that $200,000 of the Walnut contract will be covered by CDBG funds and that the borough's liquid fuels fund would provide the remainder as the local match. Council approved awarding the contract and instructed staff to coordinate timing with public‑works availability.
Separately, council adopted Resolution 2025‑12 to authorize the borough to file a 2025 CDBG application for improvements to the 300 block of Union Street; staff noted the public meeting required for the CDBG application will be held at the planning commission meeting and that an advertisement correction would be reissued to fix a published typo.
