County clerk proposes adding Paycor collection agency to pursue unpaid infractions, commissioners approve

A county official asked Daviess County commissioners May 13 to permit the clerk’s office to contract with a collections agency for outstanding court-ordered debts and infractions; commissioners approved the request unanimously.
The change matters because the county reported a sizeable amount of outstanding debts tied to court infractions, small claims and restitution since 2019, and a collections contract would shift collection fees to the debtor rather than the county.
The presenter, identified as Lauren Milton and speaking for the clerk’s office, said the county would not pay for the service: the collection agency would add its fee to any recovered amount. Milton reported that, from 2019 to the present, infractions, small claims and restitution total “over $488,000” outstanding; she said not all of that money would come to the county because some funds are ordered to plaintiffs, but some portion would be collected for county revenue after fees. She said the county could monitor agency calls via the vendor’s website and listen to recordings.
Commissioners asked Milton to return with an update in several months; Milton said she would initially limit the agency to infractions only to test the arrangement. The board approved the contract addition by motion (Commissioner Keith moved, Commissioner Cook seconded) with a recorded vote of 3–0 in favor.
