City staff previews Unified Development Code rewrite, updates on Steel Creek land study and local projects

City planning staff used the commission’s May 14, 2025 meeting to preview the Unified Development Code (UDC) rewrite and to summarize recent planning, plat and economic development activity.
Staff said a joint workshop is scheduled for May 28 with City Council, the Planning and Zoning Commission and the Board of Adjustment to solicit feedback on UDC themes including land use, zoning and approval processes. Consultants Fries & Nichols will lead educational stations at the workshop, staff said; one topic will be whether certain plat approvals should move to administrative authority or remain with council and P&Z.
“We know that this code is broken, very disjointed,” a City of Cibolo planning staff member said, describing the rewrite as an effort to align language, processes and approval authorities so staff, boards and the public can use the code more efficiently.
On development updates staff said the Steel Creek land study was approved by City Council in April and that the applicant has paused a related submission to coordinate a public improvement agreement. Staff said the Steel Creek project would dedicate approximately 50 acres to the city to support a proposed north–south connector from FM 1103, across the railroad, to Hatria Bell Road in a future phase.
Staff also summarized recent approvals and filings: administrative plats for Cibolo Creek Center and others, approved replats and denials at council, and new businesses recently issued certificates of occupancy including Dutch Bros and Bentwick Oaks Medical Center. Staff announced the hiring of Valeria Seca as the city’s new subdivision and zoning administrator and urged commissioners to attend UDC workshops.
What to watch: the May 27 council briefing on the UDC rewrite and the May 28 joint workshop where commissioners, council and the board will be asked for direct feedback on approval authorities and UDC themes; staff said those workshops will feed the rewrite schedule and subsequent amendments to the city’s codes.
