The committee approved a draft resolution on May 20 authorizing a labor contract with Utility Dynamics Corporation for the city’s fiscal-year 2026 underground utility-replacement program.
Staff said the contract covers labor for underground replacement work in specified neighborhoods (Pine Brook Meadow subdivision, Batavia Avenue areas, James Street west of Ninth Street, and Fourth and State Street). The firm Utility Dynamics was the low bidder after an April procurement; the labor portion of the contract was listed at $714,975.10, and the resolution authorizes the city administrator to approve change orders up to 10% not to exceed a total contract cap of $786,472.61.
Alderman Bowering moved the resolution and the mayor seconded; the committee approved the item by voice vote. Staff noted the city budgets $1,000,000 annually for underground replacement, and the winning bid was about $49,000 over that line after one project (Cainville Road) was deferred.
The contract advances to the city process for execution and the administrator has delegated authority to approve change orders up to the 10% cap stated in the draft resolution.
