Council advances resurfacing contracts and utility purchase for sewer and hydro‑excavation work

Baberton City Council committees and the city utilities committee advanced several public‑works contracts and a significant equipment purchase during the May 12 meetings.
City Utilities presented a letter from Service Director Ty Spree requesting authority to enter a contract with Brown Equipment Company for a RamVac HX‑9TA hydro‑excavation unit priced at approximately $500,000; emergency language was requested. The RamVac would replace a 13‑year‑old unit currently used by the water department and would be traded in on the purchase. The water and sewer funds will jointly cover the purchase, and the acquisition was included in the 2025 budget, staff said.
Public‑works contracting for street resurfacing was handled at full council in a set of ordinances authorizing contracts with Simonson Construction Services for multiple contract items totaling several hundred thousand dollars across three ordinances: $553,709.50 (Ordinance 56‑2025), $311,095 (Ordinance 57‑2025) and $264,206 (Ordinance 58‑2025). Council adopted each ordinance after committee review and roll‑call votes.
Service staff said the RamVac will reduce the need for traditional mechanical excavation and limit risk to underground utilities when digging near plastic conduit and other sensitive buried infrastructure. Council members confirmed the existing vehicle would be traded in and not reassigned to a different department.
All of the contracts and the purchase advanced with votes recorded in committee and were adopted by council on May 12; staff will return with purchase orders, trade‑in paperwork and scheduling details for delivery and implementation.
