The Cibolo City Planning and Zoning Commission on May 14, 2025 moved to recommend denial of the preliminary plat for the Schlather Ranch subdivision after staff said several review comments remained outstanding.
City planning staff told commissioners the proposal covers 15.501 acres east of Town Creek Road and Weidner Road, in Council District 3, and is zoned low-density single-family residential (SF-2). The preliminary filing would establish drainage lots and private streets to be maintained by a homeowners association and would require an approved floodplain permit for portions of the site, the staff presentation said.
“Staff recommends denial of the preliminary plat,” a City of Cibolo planning staff member told the commission and noted a list of outstanding items including the required floodplain permit, clear-vision easement analysis at intersections, finished-floor elevations for lots abutting the floodplain, and verification of acreage and ownership shown on the plat.
Commissioners discussed the staff report and then a commissioner moved to deny the preliminary plat pending resolution of staff comments; the motion was seconded and the commission proceeded to the next agenda item. The staff record attached to the item lists the pending technical corrections as the basis for the recommendation.
Why it matters: the plat would lay out future streets, drainage lots and open space for a proposed subdivision and must resolve floodplain, drainage and utility issues before being advanced. The commission’s action forwards the staff recommendation and outstanding technical items back to the applicant for revision.
Background and next steps: the applicant listed on the plat is Shad Schmidt and the representative on the submittal was Paul Landa. Staff said utilities to serve the site are proposed to be constructed with the development and that final approval will require compliance with the city’s utility and floodplain requirements. The commission did not vote to approve the plat; staff and the applicant will need to address the outstanding review comments and resubmit for further consideration.
