Council approves UDO change limiting certain low‑tax uses in the US‑31 overlay

The Westfield Common Council on May 12 adopted ordinance 25-22, an amendment to the city's Unified Development Ordinance (UDO) that narrows by-right allowances for certain low-tax or non-tax land uses within the U.S. 31 overlay and adds a new, defined use category for truck stops.
Lauren Gilliam Teague of Community Development explained the amendment affects primarily large AGSF-1 parcels near the corridor's northern boundary and largely applies where land is not already governed by a PUD. The change enumerates excluded uses (including, for example, certain fine-arts schools and civic clubs) and explicitly allows hotels and motels within the overlay where they had previously been excluded.
The ordinance also creates a formal definition for "truck stop," distinguishing facilities with high-flow diesel pumps, semi-size parking and other truck-oriented services from typical gas stations. Truck stops will be permitted by special exception in industrial districts and excluded from the overlay change.
The measure received a unanimous 6-0 roll-call vote on its second reading; Community Development staff said the amendment preserves existing uses that predate the overlay and honors PUD approvals and variances granted under previous processes.
What's next: With adoption, the revised UDO use table takes effect for future land-use reviews in the US-31 overlay; projects that predate the overlay or are authorized through a PUD or variance are unaffected.
