South Russell opens permanent restroom at village park; power, water work remain

South Russell Village officials said a prefabricated restroom has been installed at the village park and is set to operate on a timed schedule while final utility work is completed. The street commissioner said the unit is open on a timer "from 6AM to 9PM every day" and that crews removed the temporary unit this afternoon.

The restroom arrived in two vault-equipped halves and was bolted together on the poured concrete pad. The street commissioner said the structure "weighs right around about 16 tons," and described two underground vault tanks that will likely need to be emptied about once a year.

Why it matters: the new facility replaces a temporary trailer, affects park operations and recurring maintenance costs, and raises short-term decisions about whether the restroom should remain open year-round or be winterized.

Council and staff described remaining work and options. The street commissioner said electrical service still needs to be pulled from the pavilion to the restroom and that the equipment to do that will be available Wednesday. On water, the street commissioner said the building does not yet have interior potable water beyond a hand sanitizer dispenser and described an exterior water source near the unit that could be used for hosing and cleaning. Council members noted a well or permanent water connection would be an additional, optional cost; one council member said that adding a well outside the unit "was an additional cost" and likely would require amending this year’s appropriations if the council chose to fund it (the figure discussed was roughly $10,000).

Council and staff also discussed operational details: the installer asked the village to tip the unit about an inch and a half toward the door side to help drainage during cleaning; the installer recommended straightening the four-foot stacks on top of the building as a final finish item. Staff said they will adjust door-code schedules for daylight savings time and will hose and clean the unit as needed.

The council did not take a new formal vote specific to the permanent restroom aside from prior emergency approvals related to a separate, short-term portable handicap unit (an agreement for $304.50 was later approved via roll call for a portable unit). Staff said they will return with cost estimates if council wishes to pursue a potable water connection or year‑round service.

Staff said routine maintenance items — tank pumping, occasional adjustments to vent stacks and the electrical tie-in — are expected before the restroom is considered fully complete.

Timeline and next steps: electrical pull scheduled within days, vendor punch-list items to be completed, and staff will return to council if additional funding (for a well or other upgrades) is requested.
