Anacortes approves $1.96 million Commercial Avenue construction contract

Councilmember Young moved and Councilmember Fantini seconded a motion May 12 authorizing the mayor to sign a $1,964,312.10 contract with Calacurio Brothers for Commercial Avenue Corridor Plan Phase 1 work between 11th and 14th streets. The council approved the motion unanimously.
The contract covers intersections at 11th, 12th and 13th streets and segments of Commercial between 11th and 14th. It includes replacement of the signal at 12th and Commercial, protected bike lanes, pedestrian facilities and pedestrian-scale lighting, and an elevated intersection at 11th and Commercial. "The the contract is with Cali Cali Curcio Brothers in the amount of $1,964,312," a city staff presenter said while describing the bid and scope.
Why it matters: the project is identified in the city's 2025 Capital Facilities Plan and is funded in part by the Washington State Department of Transportation, the Transportation Improvement Board and the city. City staff and council members described the project as a long-running effort that moved from alternative designs (including a previously considered roundabout) to the current signalized-intersection plan.
Council discussion noted schedule and scope questions. A staff presenter said the contract "included up to 60 working days," and council members questioned whether the contract language referenced calendar or working days; staff said they would reconcile the schedule with the contractor. Councilmember Walters, noting the lower bid relative to prior designs, described the price as "really good" and welcomed the project's traffic- and bike-safety improvements.
The motion passed with the following recorded votes: Councilmember Young, yes; Councilmember Walters, yes; Cleo McGrath, yes; Councilmember Moulton, yes; Councilmember McDougal, yes; [speaker identified as] Huebick, yes; Councilmember Fantini, yes. Staff said they would meet with the contractor to finalize sequencing and timing and will keep the public informed as construction planning proceeds.
