The City Commission of Newberry on May 13 authorized the city manager to execute a contract with Coleman Construction totaling $221,507.48 to install approximately 2,325 linear feet of 12-inch water main to Champions Park, a project staff said is required to bring the park’s water system into compliance with Florida Department of Environmental Protection (FDEP) permit regulations.
Public Works presenter Rance Green told commissioners the installer was already on-site for other work, producing a lower mobilization cost that reduced the city's expected expense. Green said the city had budgeted $700,000 for the project and that the recommended contract amount would save substantial funds: “the commission budgeted $700,000 for this project, and thanks to the staff's due diligence, we're bringing in at under $230,000.”
The contract authorizes owner direct purchasing and permits the city manager to approve change orders not to exceed 15% of the contract amount. Green provided a high-level cost breakdown in the meeting record: roughly $160,000 for materials, about $50,000 for trenching, approximately $9,000 for directional drilling, and an estimated $3,500 for asphalt work; the total including contingency was presented as about $221,507.48.
Commissioners asked whether other parties would reimburse the city; Commissioner Farnsworth said Sandy Park will reimburse the city for the work when appropriate. The commission moved to approve the contract; the motion passed unanimously.
Staff said the contractor could complete the work in time for an FDEP visit in June. The resolution authorizes the city manager to execute the contract with Coleman Construction and to approve change orders up to 15% of the contract amount.
