Natrona County planning panel recesses meeting after lack of quorum; special meeting options discussed

The Natrona County Planning and Zoning Committee recessed its meeting after members discovered they did not have a quorum, and moved to continue the public hearings, including MS 24‑09 and MS 24‑08, to the committee's next public meeting on June 10. Committee Chair Robert Grant moved to recess the meeting; the motion was seconded and the meeting was recessed.

Legal counsel told the committee that the bylaws do not permit remote appearances and that, because of the lack of quorum, the committee could only hear presentations but could not make decisions. Counsel said the committee could recess the hearing and pick up public comment and any vote at the next meeting; members also discussed the possibility of calling a special meeting if the chair and a quorum agreed and proper notice were given.

Commissioner Dave North and committee members discussed notice and format for a possible special meeting. Legal counsel said the special meeting notice requirement varies in the bylaws but confirmed a posted notice is required; counsel also stated that the bylaws require in‑person attendance and do not allow remote appearances. A committee member asked whether a special meeting could be scheduled sooner than June 10; counsel said the chair could call a special meeting but it must be properly noticed and have a quorum.

Applicants in the room asked for early consideration if a special meeting were scheduled. John Cornquin, representing Bottom Rock, said a delay had financial consequences for his mountain subdivision project and asked for the same special‑meeting consideration. The chair and other members indicated they would try to accommodate applicants if a properly noticed special meeting with a quorum could be called.

Because the committee could not legally take action that evening, it recessed the meeting until June 10 and advised members of procedures for calling a special meeting and the notice requirements.
