The Neenah Common Council approved several finance and capital items on May 7 after committee reports and discussion.
From the Finance and Personnel Committee, Council approved reallocating $7,000 in capital improvement program (CIP) funds originally assigned to youth furniture to repair a deteriorating seawall; the motion passed 9–0. The council also approved transferring $60,000 from Doty Park play equipment CIP funding to the Green Bay Park play equipment fund after staff said initial bids produced equipment that would not provide sufficient play value; that motion passed 9–0.
The council approved the reclassification of the Parks and Recreation office manager position from grade 7 to grade 8, approved carryforwards for 2024 capital projects into 2025, and accepted an updated grant policy; each of those motions passed by unanimous consent. Finance Director Rasmussen explained the city has changed its borrowing timing to September to better match actual contract activity, a practice she said has reduced the amount of unused carryforward dollars from prior years.
The Neenah–Menasha joint finance committee recommended purchase of a used light-duty pickup truck for Neenah–Menasha Fire Rescue at a cost not to exceed $17,000, with funding from FAP money; the council approved that recommendation 9–0. Committee chair reports and council discussion stressed matching available funds to project scope and avoiding over-borrowing.
On the finance calendar, the council accepted updated finance timelines and scheduling changes for capital project review; that motion passed 8–1. Council members noted the change aligns CIP review with the city’s later borrowing timeline and will place capital detail into the budget adoption process.
