Board schedules advisory committee formation; members ask for written plan before public discussion

A Governing Board member asked the Temecula Valley Unified superintendent to form a Community Advisory Council with the goal of seating the committee by August, and the board discussed how to present the plan publicly.

The board member who reintroduced the item said the superintendent can form the committee without a separate motion under board policy and that his intent was to have the committee seated by August. The board discussed the need for substantive written materials to accompany the item so the public and trustees can prepare before a full discussion.

Several trustees said the item had been raised at a prior meeting with little supporting documentation and recommended preparing a "master plan" for the advisory committee, then presenting it at the district’s May 27 workshop so community members would have time to review and participate. One trustee said the committee would take time to form and that pushing the discussion to June would allow for fuller preparation.

The board did not take a formal vote to create the committee at the public meeting; instead, the discussion resulted in direction to staff to draft materials and to agendize a substantive plan for the workshop. A board member stated, "We don't have to per board policy. We can direct the superintendent to form the committee without a motion," and said that was his intent that evening.

Trustees emphasized they were not opposed to the conversation but wanted an agenda item that included written materials so the public could meaningfully engage. The board agreed to place a fuller plan on the workshop agenda and to evaluate the subcommittee reports and timing at future meetings.
