The Honolulu City Council presented an honorary certificate to Victor Flynn in recognition of more than 50 years of service to Leeward Oahu, highlighting his military, federal fire department and community advocacy work.
Council Member Tupelo said Flynn has "spent more than 50 years looking out for the people of Leeward, Oahu," referencing Flynn's service in the U.S. Army 25th Infantry Division and later work with the federal fire department and the Naval Facilities Engineering Systems Command (NAVFAC). Tupelo cited Flynn's involvement on projects including wildfire prevention, Kolekole Pass access and the Farrington Highway bypass, and credited Flynn with persistent public-safety vigilance and neighborhood engagement.
The council recognized Flynn's long-running participation on neighborhood boards and outreach on emergency access issues; Tupelo said she had received text messages from Flynn about potential landslides and road blockages and praised his readiness to respond to community emergencies. Family members attended the presentation. The recognition was ceremonial and did not involve council policy action.
