The Shasta County Board of Supervisors on March 18 approved multiple administrative changes to how the public participates in meetings and where meetings will be held during facility renovations.
Stephanie Blankenship, Clerk of the Board, announced that effective March 24 the clerk’s office will accept speaker request cards only in person on the day of the meeting and only from the individual who intends to speak; the office will no longer accept speaker request cards by email or other pre‑meeting methods. The board supported the change as an administrative efficiency and accessibility measure;
Blankenship also informed the public that the Board chambers will be closed in April and May for building work; during those months regular Board of Supervisors meetings will be held at the Shasta Lake City Council Chambers, 4488 Red Bluff Street, Shasta Lake City.
Later in the meeting supervisors debated whether to shift the regular meeting start time. The board voted unanimously to change the start of regular meetings from 9:00 a.m. to 8:30 a.m.; the start‑time change will be implemented July 1 after staff updates to Administrative Policy 1‑101 and a short period to acclimate to a new audio/visual system. The motion required a resolution to amend county administrative policy and the board directed staff to prepare that resolution for the April 8 agenda and to make the change effective starting July 1.
Chair Kevin Scribe framed the changes as an attempt to improve efficiency and to allow more productive use of staff time and to make consent calendar processing and department attendance more predictable. Clerk Blankenship cautioned staff would need time to test the new scheduling with the county’s meeting technology; the board asked staff to pilot the earlier start time before the policy change takes effect.
The board also clarified logistics for speaker card submission during meetings: the clerk’s table is set up in the foyer for in‑person submissions; cards must be submitted before the public‑comment period begins and will only be accepted from the speaker. The board said the change is intended to reduce confusion and ensure prompt processing of public comment.
The board’s votes on these procedural items were unanimous. The clerk will publish the updated rule language and post the April‑May meeting locations and start‑time change on the county website.
