Board approves consent agenda as amended; adds Savitas advisors contract and moves items to February

The San Luis Obispo County Board of Supervisors voted unanimously Jan. 21 to approve the consent agenda with amendments. The clerk summarized several staff changes before public comment and the board adopted the package by roll call.
Key consent amendments announced at the start of the meeting included: replacement of attachments for consent item 3 (an ordinance amending chapter 2.8, emergency organization and functions of the county code) with signed redline and clean versions in proper format; addition of consent item 33, a contract authorizing an agreement with Savitas Advisors Inc. to provide specialized consulting services to the San Luis Obispo County Tourism Business Improvement District (CBID) in an amount not to exceed $24,000 to be paid from CBID assessments; and withdrawal and rescheduling of board business item 30 (a land use application involving a general plan amendment for property near the San Luis Obispo County Airport) to the Feb. 4 meeting to allow additional time for staff analysis. The administrative office also asked that consent item 5 be pulled and returned in February.
Public comment included multiple speakers who addressed consent items: Gary Kirkland, Jack Leahy of CAPSLO, Mike Brown (speaking for CoLab) and others offered support for the desalination and water‑supply items and for homeless services projects that were part of consent. Board members made a number of brief comments on individual consent items prior to the roll call vote.
Why it matters: The changes formalized updated ordinance attachments, added a limited professional services contract to support the county’s CBID work, and left a major land‑use application pending to allow staff additional time for analysis. The roll call vote recorded unanimous approval of the full consent calendar as amended.
What’s next: The resurfaced land‑use application will return to the board Feb. 4 after staff completes the additional analysis. The Savitas Advisors contract will be executed consistent with the terms announced in the consent amendment; funds will be taken from CBID assessment revenues.
