Senate committee reviews Rutland charter changes voters approved on November and town-meeting ballots

The Senate Government Operations Committee on Wednesday, May 14, heard testimony on proposed changes to the City of Rutland charter that voters approved in two separate votes late in 2024 and in March 2025. City officials and the bill sponsors told the committee the changes address board composition for the Rutland Development Authority, move purchasing-threshold language out of the charter into a local purchasing policy, split equipment-replacement funds by department, and update how local fines reference state limits.

The measures were presented by Representative Sandy Pencenal and Representative Mary Howard and explained in detail by Rutland Mayor Mike Dunges. “The purpose of the bill is to limit the maximum penalty of violation of an ordinance to the maximum penalties authorized under Title 24,” Representative Sandy Pencenal told the committee, and she said the proposal also reorganizes the composition and staggered three-year terms of the Rutland Development Authority board.
