Board approves Aug. 18–Sept. 26 Avila Beach Drive detour schedule; emergency access, bike routes and communications required

The San Luis Obispo County Board of Supervisors approved a revised construction schedule and communications plan for the Avila Beach Drive at Highway 101/1 roundabout project, directing Public Works to begin a scheduled 40-day closure and detour from Aug. 18 through Sept. 26.
John Diodati, Director of Public Works, told the board the contractor CalPortland can meet the needed construction timeline while shifting work out of the peak summer travel period. He said the contract requires the contractor to maintain a 16-foot emergency access route for first responders and that Avila Beach Drive will remain open to Ontario; where necessary, an emergency access route will be used for large-scale evacuations. Diodati also said staff will establish a bike/ped access route “behind the construction zone as far as we can” to preserve commuter and recreational access.
The board emphasized a proactive communication plan with businesses, residents and visitors, and asked staff to work with Visit SLO CAL and local stakeholders. Chairperson Ortiz Lehi noted the need to register residents and businesses in county alert systems and to expand outreach during the detour.
After public comment, Supervisors approved the staff report and revised dates by roll call. The board did not change the contract or scope of the work; the vote authorized the revised timing and the additional outreach and emergency-access provisions described by Public Works.
Public Works said it will send written responses to stakeholders who submitted concerns and will convene near-term coordination with the business community and emergency agencies prior to the closure.
