Architect says humane society facility work done but county contract still needed for payment

Bob Enoch of Enoch & Associates presented the commission with contract documents related to design work on a proposed humane society facility and said his firm has completed work but lacks a contract to authorize payment.
Enoch traced the project’s history back to 2023, when the city of Clanton engaged his firm to produce drawings; he said the project was later handed to the county and the county asked for sealed, buildable drawings. "We have already done the work, but we can't get paid until we have a contract in place," Enoch told the commission.
Enoch said the original fee arrangement called for an architect to provide sealed building drawings and an engineer to seal site drawings; he identified Black Design Architecture and Farmino Associates as firms associated with the project. He told commissioners there had been a donor gift to the city of about $250,000 intended to cover work and said the funds appear to have been transferred to the county. Enoch asked the county attorney to review the final contract documents and for the commission to provide an answer at the next meeting.
Commissioners acknowledged the awkward position of paying for work already performed without a formal contract and asked staff to verify the status of donated funds and contract authority. The county administrator said the commission would discuss the matter and attempt to provide a response at the next meeting. No formal contract was executed at this meeting; Enoch left duplicate signed copies of the draft agreements for county review.
