County says it is reviewing ENGIE NG project contract and lighting/HVAC work; board asks for clearer contract review

Nick (Facilities) and county staff told supervisors that lighting upgrades were underway in the courthouse and that project subcontractors have been submitting equipment submittals and that crews are working on site. Staff and supervisors expressed concern about complaints the county has received about lighting brightness and other installation issues; facilities requested work orders from departments so the contractor can address specific problems.
Board members and staff said they expect county counsel and the auditor/treasurer to review the ENGIE contract and financing because the project uses two financing mechanisms and involves multiple change orders. Counsel and financing advisors are in contact with bonded financing counsel and public finance advisors, according to the update; staff said a fuller report on contract terms, cash flow and any options available to the county will be brought back to the board at a later meeting.
Why it matters: Supervisors said they want clarity on how the county committed funds, how many of the project components have been invoiced and paid, and what options the county has before making additional commitments. Several supervisors asked that the item return to the board for follow‑up in April.
