Plumas County supervisors voted Feb. 18 to approve a joint exercise of powers agreement to transition NorCal Emergency Medical Services (NorCal EMS) from a nonprofit back to a joint powers authority effective March 5, 2025.
County officials said the switch responds to state regulation changes that prevent a 501(c)(3) from obtaining state‑recognized background checks for EMS personnel. Donna Stone of NorCal EMS, who joined the meeting by phone, told the board that most regional EMS organizations in California are JPAs or run by counties and that returning to a JPA better supports background checks and operational transparency.
Sierra County will serve as the jurisdictional lead under the agreement, board members were told. Supervisors moved and seconded the measure and approved it in a voice vote; no public opposition was recorded.
Ending: County staff said the JPA mirrors the service NorCal EMS has provided for years and that the transition will streamline state processes for credentialing EMS staff.
