Plumas County Board keeps multiple disaster declarations active to preserve funding eligibility

Plumas County supervisors voted Feb. 11 to continue multiple local emergency declarations tied to recent fires and storms, saying keeping the declarations active preserves the county’s ability to seek reimbursement from state and federal programs.
The board continued four proclamations by roll call vote, citing open projects and the need to meet Federal Emergency Management Agency and California Office of Emergency Services reimbursement rules. Chair Kevin Goss said some projects from the Dixie Fire remain open and “if the emergency is over, those projects…kind of stay at a standstill,” a constraint that could block reimbursement.
County staff and several supervisors told residents that the declarations also permit limited suspension of competitive bidding for urgent incident work, such as leasing generators or helicopter services during an active response. County counsel and emergency staff explained the declarations are legal prerequisites for completing projects and closing out reimbursement accounts.
The board read the items into the record with resolution numbers and renewal target dates: Resolution No. 24-8935 (Gold Complex) and related health emergency continuations were continued to March 11, 2025; other emergency proclamations tied to storms and the Beckwoth/Dixie/Fly incidents were continued to April 8, 2025.
The board approved the continuation on a unanimous roll call: Supervisors Engle, Sarah Sola, McGowan, Hall and Goss voted yes. County staff said they will bring the items back for further review on the listed dates and continue to brief the board on any projects that affect closeout or reimbursement timelines.
