Indian Valley Public Safety Center clears conditional permit; district plans phased build to boost local contracting

Adam Cox, contract general manager for Indian Valley Community Services District, joined the Plumas County Board of Supervisors by Zoom April 1 to update the board on the Indian Valley Public Safety Center project.

Cox reported that the Plumas County zoning administrator held a public hearing and approved the project with conditions. Cox said the district plans to break the work into several phases so smaller, local subcontractors can bid directly rather than bundling the project into a single large general-contract package. He said phase 1 will include earthwork, grading and erosion-control work to prepare foundation pads; engineers estimate phase 1 at approximately $1.1 million and the district expects to publish phase-1 bid documents within a few weeks.

County staff and the district intend to coordinate administrative and fiscal processes as construction advances. Planning Director Tracy Ferguson said invoices and budget information will be routed through the county auditor-controller and that the district will meet with the county’s auditor and public-works staff to ensure contract terms and invoice processes are clear.

This project has funding support from Plumas County, which earlier committed a portion of local funds under a predevelopment and construction agreement; the update provided progress toward an anticipated construction schedule with a stated goal of starting construction this year and having the facility operational within the next 12 months, if schedules hold.
