Grand County authorizes Kotat emergency data software, EMS HVAC upgrades and travel; manager cleared to sign Granby station improvements agreement

Grand County commissioners on May 6 authorized several measures intended to modernize emergency responses and support staffing and facilities for the county’s emergency services.
Chief Austin Wingate asked the board to approve two HVAC upgrade bids — adding air conditioning at Station 4 and replacing a 17‑year‑old high‑efficiency furnace that serves the coroner’s office and crew quarters — and commissioners gave staff direction to proceed. Chief Wingate said sufficient budget funds remained, with about $12,000 left after the projected purchases.
The board also authorized county departments to accept a software agreement for Colorado KOTAK (Colorado Team Awareness Kit), a data-aggregation system funded by the Colorado Department of Public Safety. Wingate described it as "a ... data aggregation system" that can merge GPS and other sources for real‑time incident awareness, and he said there is "no cost to the county; it's all covered by CDPS." The BOCC authorized the EMS chief or designee, the sheriff or designee, and the director of emergency management (or their designees) to sign the agreement for their departments.
Commissioners approved a travel request for two EMS personnel to attend the American Ambulance Association conference in Lexington, Kentucky, with estimated high‑end costs of about $6,000 that the department said would be covered in the training budget.
On a separate but related matter, the board authorized the county manager to execute an improvements agreement with the Town of Granby for EMS Station 1, contingent on County Attorney review. The agreement would guarantee planned site improvements and allow the town to consider the county’s final development plan and related documents at the upcoming Town Board meeting.
The motions passed unanimously. Commissioners and staff emphasized that legal review and standard contract routing were complete or in progress for the software agreement and for the Granby improvements agreement.
