Garfield County awards $513,734 contract to local vendor for sheriff's vehicle upfitting

Garfield County commissioners on April 14 approved awarding a contract to Graco Customs (doing business as Graco Customs) for upfitting 14 Garfield County Sheriff's Office 2025 fleet vehicles, in an amount not to exceed $513,734.26.
Procurement director Scott Henderson told the board that the procurement solicited proposals through the Rocky Mountain e-procurement system and received four proposals; a selection committee evaluated submissions and determined Graco Customs provided the best value. Henderson noted that Graco Customs is a local vendor based in Rifle, Colorado, and that had the company submitted the required local-vendor affidavit its evaluation score would have been higher by five points.
Commissioners and procurement staff said an emergency contract between the county and Graco had been used earlier for nine 2024 vehicles; that emergency contract was not eligible for renewal, prompting a full RFP for 2025 upfitting. A commissioner expressed support for awarding the work to a local business given logistics advantages compared with front-range upfitters.
A motion to award the contract not to exceed $513,734.26 passed by the board; no dissenting votes were recorded in the transcript. County staff will finalize the contract and proceed with scheduled upfitting work.
