Garfield County commissioners on Monday ratified an emergency purchase of pig pens for the county fair, authorized final contract negotiations for opening and main concert acts, and approved revised bylaws for the Garfield County Fair Board.
County staff and fair organizers told the board that the fair needed 18 sets of pig pen panels to accommodate the junior livestock sale and other events. Fair staff said procurement timelines and an unforeseen increase in quantity meant staff pursued an expedited, invoice-only purchase from Ackerman Distributing. County counsel warned the board the purchase was outside the normal contract protections but staff said they had budget authority and a contingency plan if delivery timing threatened the fair.
The board ratified payment by invoice of $27,750 for 18 sets of pig-pen panels from Ackerman Distributing. Heather, the county attorney, told commissioners the legal exposure is that a purchase without a standard contract limits the county’s formal recourse if the vendor fails to deliver; fair staff said the vendor is established and the fair has an operational contingency should delivery be delayed.
On entertainment, commissioners authorized staff to enter final contract negotiations with talent agencies for the fair’s opening and main concerts in amounts not to exceed a combined $100,000. Fair staff said redlines to agency contracts are under review by the county attorney and the county will publicly announce entertainers after contract execution.
The board also repealed an older resolution and approved a third amended set of Garfield County Fair Board bylaws after a unanimous fair board vote. Fair board members said the revisions clarified responsibilities and procedures; county attorneys reviewed the changes before the board vote.
Commissioners asked staff to tighten procurement and scheduling processes to avoid similar emergency purchases in future years and to document lessons learned from this procurement episode.
