Council adopts local emergency-management plan, certifies use of National Incident Management System

The St. Albans City Council voted to accept the updated local emergency-management plan and to certify adoption of the National Incident Management System (NIMS), with the approval made contingent on corrections to the contact list included in the packet.
Chip, planning/staff liaison for emergency planning materials, presented the plan and explained the certification step required Tom (police/chief-level staff) to confirm adoption of NIMS. Council member Lindsay Hahn identified outdated contact entries and offered to provide an updated registry of licensed child-care providers and other corrections; she and staff agreed the council could adopt the plan contingent on those updates.
A motion to accept the emergency-management plan contingent on updated contacts was made and seconded; the council voted in favor and the motion passed. Staff said they would incorporate Lindsay Hahn’s corrections and finalize the contact list for the city’s emergency plan.
The certification formalizes the city’s stated use of the NIMS framework for emergency response coordination and keeps the city’s local plan current with operational contacts listed in the packet.
