Committee amends fleet safety policy to shift light-vehicle inspections to assigned drivers

The committee voted unanimously to amend the city—leet safety policy so that assigned drivers, rather than routine inspection cards in every vehicle, will be responsible for pre-trip checks on non-CDL light vehicles.

The change "is just changing the policy to allow for that," said Michael, a staff member who presented the amendment, adding that the city will no longer require inspection cards in automobiles and light pickup trucks that do not require a commercial driver—s license. Michael said the city will continue to monitor CDL drivers through the HR clearinghouse: "When it comes to CDL drivers, we have a, it's called a clearinghouse, where we monitor all that." He clarified that periodic driver's-license checks for non-CDL vehicles are not handled by the fleet manager and that any license reviews run through Human Resources.

The amendment was introduced during the agenda item on possible action to amend the fleet safety policy. Committee members asked whether the updated wording removed periodic driver's-license checks; Michael responded that wording was changed only to remove an implication that the fleet manager would perform license checks and to reflect that HR handles those reviews.

The committee adopted the amended policy by a motion from Martins, seconded by Gisselman. The chair called the vote: "All in favor say aye." The motion passed unanimously.

The adoption changes how the city documents vehicle safety checks for light-duty, non-CDL vehicles. No change to CDL monitoring procedures was adopted; Michael said CDL monitoring will continue via the HR clearinghouse.

The committee recorded the amendment and will forward any applicable policy documents to the clerk's office for record-keeping.
