Council discusses expanding role of standing committees for finance and public works oversight

Council members asked city staff on Monday to begin using standing committees more actively for oversight of finances, public works projects and police operations.
City Administrator Carl suggested quarterly committee meetings to review the finance directors quarterly reports, year-end financials, and upcoming bond or capital items. For public safety and public works, he recommended quarterly briefings on active construction projects, traffic-calming measures and operational reports. Council members said routing complex or technical matters through a committee two weeks before full council consideration would give members time to ask detailed questions and reduce surprises at council meetings.
The council did not adopt formal rules changes. Instead members gave staff informal direction to start referring appropriate items to committees and to experiment with quarterly scheduling for financial and public-works topics. Members said they do not want to create unnecessary bureaucracy but want a structured forum where subject-matter issues can be vetted and public input considered prior to council votes.
Council members noted the committees already handle some matters, such as liquor-license renewals, but said larger items for example capital projects or bond issues would benefit from committee review. The city administrator said staff would begin coordinating with committee chairs and bring a plan for committee schedules and anticipated topics back to the council.
