Senator José Menéndez said the bill would allow retirees to pay the fund directly rather than through the pension system, permit retirees the option to pay remaining contributions as a lump sum, and give the fund board authority to remove a remarriage penalty for surviving spouses. He said stakeholders including the city of San Antonio, unions and the fund board developed the text.
Christopher Lutton, a San Antonio police officer and a member of the fund’s board, testified that the fund’s actuary reviewed the bill and confirmed it would have no effect on the fund’s unfunded actuarial liability. “The bill has been endorsed by all of the principal stakeholders involved,” Lutton told the committee.
Senators thanked stakeholders for the negotiated work and the committee reported the bill favorably to the full Senate; the bill was recommended for the local and uncontested calendar.
