Monongalia County approves grants, reimbursements and UTC requisition; accepts development authority resignation

The Monongalia County Commission on May 14 approved a set of grants and reimbursement requests, authorized Requisition No. 102 for the University Town Center (UTC) Economic Opportunity Development District subaccount and accepted a resignation from a development authority leader.
County staff presented the fiscal year 2022 Emergency Management Performance Grant award of $98,361; the commission voted to approve the grant agreement. Staff then presented reimbursement requests including: community corrections ($18,595), community development block grant ($1,971.20), Governor's Highway Safety Program — Safe Communities ($758.43), impaired driving ($4,144.16), a Psaki grant ($25,366.21) and Victims of Crime Act grant ($9,166.45). The commission approved the reimbursements by voice vote.
Later in the meeting commissioners approved Requisition No. 102 for the UTC Economic Opportunity District subaccount in the amount of $1,070,003.85.
The commission also accepted a letter of resignation from Kim Moyers as president of the Mon County Development Authority effective June 30, 2025. A commissioner praised Moyers' years of service, noting her role in pulling together the partnership that became a one-stop shop for economic development and that she served as the partnership's first chair and long-time finance chair.
Commissioners also noted that letters of support for the proposed Harmony Grove interchange project were signed and forwarded to Senators Shelley Moore Capito and Joe Manchin at the request of Bill Austin from the Monongalia-Morgantown Metropolitan Planning Organization (MMPO); staff said the commission president had signed the letters when the requests came up out of cycle.
In other action the commission approved up to $1,000 to sponsor employee nominations for the Cheat Lake Rotary's 2025 Flags for Heroes program; staff will collect nominations and coordinate with the Rotary for invoicing.
Ending: County staff will complete grant paperwork, receive UTC requisition payments, and begin the process to fill or otherwise address the vacancy created by Moyers' resignation. The commission scheduled a work session with the Westridge developer later the same day.
