Elyria moves ahead with five 2025 OPWC resurfacing projects, council to solicit bids

Elyria engineering and the finance committee on May 12 authorized the mayor to advertise for bids and award contracts for five 2025 Ohio Public Works Commission (OPWC) resurfacing projects: East River Street (East Broad to Lincoln Court), Gulf Road (Hilliard to Vista Court), Leona Street (Midway Boulevard to Griswold), Murray Ridge Road (southern portion), and West River Road (State Route 57 to Foster Avenue).
Engineer Schneider told the committee the city applied for five projects and received funding for all of them. The city will go to bid so contracts can be ready when OPWC grant agreements are finalized (city typically receives final contracts in January or July). For some projects, related utility work was noted: the Gulf Road project requires water-main replacement before paving (bids for the main are out now), and East River will be a mill-and-fill planned to maintain access to the hospital’s emergency room during work.
Committee members asked about pedestrian crossings, crosswalk locations and ramp compliance near East River and the hospital. Schneider said the team will review existing ramps and whether they meet current standards and noted one school-related crosswalk near Lincoln will be removed; the ER crosswalk and parking-garage crosswalk will remain. Council members also discussed repainting longitudinal striping with higher retroreflectivity outside the project limits; staff said the project limits to be honored for OPWC funding but the city’s motor-vehicle tax fund or street-department striping could address additional reflectivity work.
Schedule notes: Gulf Road paving is expected in early October to allow water-main work to finish; East River paving timing will follow receipt of OPWC contracts so contractors can begin promptly when authorized. The committee report states local shares are appropriated in the 2025 budget for these projects; OPWC shares will be appropriated when grant contracts arrive and finance will create capital project funds to track each award.
