Finance committee approves 6% retroactive pay increase for Elyria Municipal Court nonbargaining employees

The Elyria finance committee on May 12 supported a 6% pay increase for nonbargaining municipal court employees, retroactive to Jan. 1, 2025, and requested an amendment to the city salary ordinance to implement the change under an emergency clause.
Director Pulaski and court representatives told the committee the increase mirrors a 6% raise granted to AFSCME employees earlier and recommended retroactivity to the first payroll period that reflects 2025 work. Law Director Deary and payroll staff clarified that retro pay will be effective for pay period 2 when January 1 falls in the middle of a payroll cycle; the ordinance language will state effectiveness retroactive to Jan. 1, 2025, with pay applied beginning in pay period 2.
Committee members asked whether the increase should be time-limited. Director Pulaski and other committee speakers said any further raises for 2026 and 2027 would require separate council action; several members asked that the courts and city administration pursue a salary-structure review with Human Resources for 2026–27 to reduce future reliance on separate bargaining outcomes.
Council and staff agreed counsel would prepare the salary-ordinance amendment and an exhibit showing the 6% increase; the committee passed a motion to amend the salary ordinance to reflect the change. The motion was moved and seconded and approved by voice vote.
