Council members repeatedly asked staff and the manager to avoid surprise citations while the city evaluates a policy response.
Neighborhood Services Director Lazarus Ramon told the council that the department has received complaints primarily from homeowners associations and that about 14 cases have been cited so far. "From my understanding... artificial turf is not allowed. It's prohibited," Ramon said, summarizing his department's enforcement stance. Council members and residents requested a 90-day hold on enforcement and a community workshop so the city can gather technical information, examine drainage impacts and consider grandfathering options for existing installations.
Council members also noted that Miami-Dade County has recently revised guidance related to stormwater and turf, and they asked staff to coordinate county rules with a city policy. The mayor instructed staff to prepare recommendations and to return with a report; several council members said they wanted a public workshop and a staff briefing before any further enforcement actions.
No ordinance change was adopted at the meeting. Staff agreed to prepare a plan for council consideration and to provide a report on how many citations exist and whether permits were issued for any of the cited properties.
